The City of Phoenix owns and operates three airports that serve as major economic engines for Arizona. Phoenix Metro is home to several large companies. Some of these companies have been located in Phoenix for several years; Boeing, MD Helicopters, Honeywell, and Intel. While other companies have recently elected to move significant aspects of their business to Arizona; Microsoft, Amazon, Nikola Motor Co., ON Semiconductor, and Taiwan Semiconductor Manufacturing Company.

The Phoenix area is home to a substantial workforce. Arizona State University has an unparalleled engineering program as well as an aeronautical studies program. Embry-Riddle Aeronautical University is located in Prescott, AZ, approximately 90 minutes north of Phoenix. Chandler-Gilbert Community College operates a certified Aircraft Maintenance Technician program. These education institutions, combined with the existing experienced workforce, provide opportunities for an aeronautical company to hire a highly skilled labor workforce.

All leases are subject to the following:

• Leases are subject to City Council approval
• Uses on Airport property are subject to approval by the Director of Aviation Services
• Leases are Triple-Net
• Lease rates are based on Fair Market Value
• Properties are leased on an “AS-IS” basis
• Lessee is responsible for Maintenance and Custodial
• Lessee is responsible for procuring and maintaining insurance
• Lessee must indemnify the Airport/City
• Lessee is responsible for payment of all applicable taxes (including rent?)
• All leasehold Tenant Improvements (TI) are subject to the TI process <link to TI handbook>
• Lessee is responsible for providing a payment guarantee
• Assignment of leases is subject to Aviation Department approval
• Properties may be subject to environmental and/or archaeological testing before tenant improvements are made

Inside-the-fence additional requirements:

• Inside-the-fence tenants must obtain proper badging and complete an FBI background check. Additional information can be found here.

• Inside-the-fence (airside) tenants must obtain a permit.

Temporary License agreements

A Temporary License is an agreement between the City of Phoenix and another party for the use of Aviation-owned property that has a term of six months or less and is not subject to City Council approval.  Licenses are subject to most provisions included within a lease agreement.
